 Changing FEHB Plans During Open Season as an Annuitant

Open season runs from November 10, 2025 – December 8, 2025 to make changes to FEHB plans for 2026.  Changes will be effective January 1, 2026 for annuitants.

 

1.     If you are an annuitant and have a CSA# (Civil Service Annuitant Number), and you have access to OPM Services Online (you have established a login ID and password), use the following link to access FEHB Open Season Online:

 

 

  • As of November 10th, when you login to Retiree FEHB Open Season Online,

  • See Sign in or Register with LOGIN.GOV

  • After entering your 8-digit CSA# and your last-four SSN, you should see information showing your current plan details.

  • Next, see a button/link to click to Change Plan. 

  • You will need the ability to login, and you will need the three-character code of the new FEHB plan for which you are changing to.

 

2.     If you are unable to login to OPM Services Online, but you know your CSA# (Civil Service Annuitant Number), you can call the OPM FEHB Open Season Express Number, 800-332-9798. 

 

YOU MUST HAVE YOUR CSA# to use this option to make your change and you need the three-character code of the new FEHB plan for which you are changing to.

This number will be live as of November 10, 2025.

We recommend you call earlier in the day (8:00 AM ET) to avoid long hold times.

 

3.     If you do not know your CSA# (Civil Service Annuitant Number), or your retirement is pending adjudication and you have not received your CSA# from OPM, you can mail (certified mail with return receipt requested) Form OPM-2809, Health Benefits Election Form (for Annuitants, Survivor Annuitants, and Former Spouses). 

The current/correct version of this form is APRIL 2025. 


We advise you to submit the form to OPM earlier in the Open Season period rather than later.
